What is opt-in?
An opt-in system, also known as explicit consent, for organ donation means that people are required to actively sign up on the form to register themselves as organ donors. This is the current system in California.
What is opt-out?
An opt-out system, also known as presumed consent, means that everyone is automatically registered to be an organ donor unless they explicitly state otherwise on the form.
Why does this matter?
Currently, 94% of the state’s 2 million registered donors have come through DMVs around California. This highlights the importance of making changes at the DMV to drive up these rates for registered organ donors throughout the state.
